SUNDAY, NOV. 22

•The Umatilla County Sheriff’s Department at 11:36 a.m. received a report of the theft of copper wire from a storage unit at Ace Mini Storage, 82270 Lind Road, Umatilla.

SATURDAY, NOV. 21

•The Morrow County Sheriff’s Office at 11:54 a.m. received a call from a resident of Kunze Lane, Boardman, who said his snowmobile had been taken from a residence on Skyview Drive where he previously lived and he could give the address where the vehicle is now. He requested contact from a sheriff’s deputy at his residence.

•Stanfield police received a call at 4:39 p.m. from a woman who reported the theft of a dryer from her storage unit at Oregon Trail Mini Storage, 81011 N. Highway 395, Hermiston. She said there were lots of other belongings left in the unit. She requested contact.

•A caller at 4:55 p.m. called the Umatilla County Sheriff’s Office to report a second possible break-in at a storage unit. The caller said items from his father’s estate, for which he is executor, were missing including autographed sports memorabilia, tools, a clothes dryer and collectible coins were missing. A sheriff’s deputy took a theft report.

FRIDAY, NOV. 20

• The Umatilla County Sheriff’s Office at 9:45 a.m. took a theft report from a resident of North First Street, Hermiston, who said a license plate and gas can were stolen.

THURSDAY, Nov. 19

•A Hermiston-area caller at 12:54 p.m. reported his nephew during the weekend got a semi-tractor stuck in the backyard and damaged the sprinkler system, then left the area.

•An employee at 5:49 p.m. at the Crossroads Truck Stop, Umatilla, reported a customer broke up a fight in the back parking lot, and one person walked away limping and the other left in a newer white sedan on the freeway toward Hermiston.

•A Umatilla officer at 6:54 p.m. initiated activity at Larch Court, Umatilla, regarding a fight.

•A Hermiston woman at 8:14 p.m. reported she was receiving death threats via text messages and asked to speak to a law enforcement officer in person.

•A woman called 9-1-1 at 8:48 p.m. to report she arrived home to Southshore Drive, Umatilla, and found someone tried to get into the house.

•A Stanfield resident at 9:45 p.m. reported neighbors on West Locust Street were again playing loud music in their garage late at night. He asked for an officer to have them turn it down.

•A Hermiston woman at 11:49 p.m. reported a prowler was at her home on Agnew Road.

WEDNESDAY, Nov. 18

•A woman at 8:01 a.m. reported that at about 6:50 a.m. a male in a newer burgundy Ford F-350 four-door pickup with a broken right tail light was going about 60 mph when it ran the stop sign at East Loop and South Edwards roads, Hermiston, and almost hit her. She said the driver may work as a state corrections officer.

•A man at 8:58 a.m. reported someone entered his 1997 Nissan pickup he parked at Stanfield Meadows Road and Highway 207, Stanfield, and stole his .22-caliber rifle, the pickup’s light bar and fuel.

•A black Labrador retriever and a pit bull dog at about 10:40 a.m. entered a yard on Southwest Utah Avenue, Irrigon, and tried to attack the man living there. He called the Morrow County Sheriff’s Office and reported the dogs took off into a recreational vehicle park. A sheriff’s deputy responded and talked to the owner of the dogs.

•A woman at 2:37 p.m. told Umatilla police about the theft of her gun.

•A man at 3:23 p.m. reported someone cut locks off two sheds on Northeast Third Street, Irrigon, and stole multiple items.

•A male at about 4:40 p.m. was harassing and disturbing women outside near benches on the 1200 block of Sixth Street, Umatilla.

•A Umatilla couple at 10:14 p.m. told police they were the victims of harassment. The wife said someone used a blocked number to call her and her husband earlier and report damage to their vehicle’s window, but there was no damage. The same person called again and said “they” were watching her husband. She asked for an officer to come to their home.

TUESDAY, Nov. 17

•A caller at 8:45 a.m. at Highway 395 and East Feedville Road, Hermiston, reported seeing a male driver in a blue Dodge Neon strike a female passenger and slam her head into the dash board.

•An Irrigon woman at 12:23 p.m. reported a pack of dogs keeps coming onto her property at Pleasant View Road to get at her goats. She said there were dogs the other day and now there are more.

•A male at 12:29 p.m. in Irrigon told the Morrow County Sheriff’s Office his roommates were getting hostile because he wanted them to move out, and they wanted their money back. A sheriff’s deputy responded, and the parties agreed to separate for the rest of the day and talk it out later.

•A Umatilla woman at 7:01 p.m. told police there was a burglary in progress at their home on Bridgeport Avenue and her husband was inside the residence armed with a hand gun. Police responded and indicated the situation was under control.

•A woman at 9:04 p.m. asked law enforcement to contact her after she told a security guard at Hermiston Super Oval on Highway 395 north of Hermiston that she had permission to live in a trailer there only to return later to find a lock on the trailer door.

Loan approved for IGWA to purchase trout farm

BOISE — Idaho groundwater users may have to pay up to $1.2 million more than they originally budgeted to purchase a Hagerman trout farm as part of a mitigation plan resolving the Rangen, Inc., water call.

On Nov. 19, the Idaho Water Resource Board approved a $3.2 million short-term loan to Idaho Groundwater Appropriators, Inc. — equal to the appraised price of the state-owned Aqualife fish hatchery.

IGWA has agreed to purchase the hatchery to turn over to SeaPac of Idaho, which had been leasing Aqualife from the Idaho Department of Water Resources. In exchange, SeaPac is providing IGWA up to 10 cubic feet per second of pristine spring water from its Magic Springs facility to pipe to Rangen.

Idaho Department of Water Resources Director Gary Spackman ruled during the winter of 2013 junior well irrigators in the Eastern Snake Plain Aquifer owe Rangen the water to offset affects of their pumping on Rangen’s spring flows.

Funds to purchase Aqualife will be wrapped into an existing loan the board made to help IGWA finance construction of the Rangen pipeline, bringing the total loan amount to $7.2 million. IGWA has until September of 2016 to repay the loan, providing time for the organization to find longterm financing and determine the appropriate length of repayment, said Lynn Carlquist, a Hazelton farmer who serves as chairman of the North Snake Groundwater District. IGWA has until the end of the year to purchase Aqualife and transfer the title to SeaPac. The pipeline has been operational since last winter, and IGWA has been leasing Aqualife for SeaPac’s use in the interim.

Carlquist explained a judge granted IGWA the right to incur $15 million in debt about a year ago to resolve water calls, including Rangen, in the Hagerman area. Some of the funds are also available to resolve additional water calls that may be on the horizon downstream from Rangen on Billingsley Creek.

"Every time the groundwater pumpers turn around, someone else wants a piece of our hide," Carlquist said.

IGWA originally budgeted $2 million of that total toward purchasing Aqualife and 17 acres of surrounding land. He said IGWA later increased its budget estimate to $2.7 million when SeaPac indicated it would need 110 acres of surrounding land for biosecurity reasons.

Carlquist said IGWA believes the state’s appraisal, conducted by LeMoyne Appraisal in August 2015, came in too high.

Water Board Chairman Roger Chase said the appraisal was done by leading experts and the board has no authority to accept less than an appraised amount.

IGWA Executive Director Lynn Tominaga said his organization has asked the appraiser to reconsider the amount, factoring in deed restrictions on land use and the water right.

IDWR Planning Bureau Chief Brian Patton said the board has asked its appraiser to revisit its estimate, with IGWA’s issues in mind, and he should have an answer within a couple of weeks.

TUESDAY, Nov. 24

•Oregon State Police were called to eight single-vehicle traffic accidents caused by wintry weather, beginning at 8:38 a.m. Four of the accidents were rollovers, though only one person was reportedly injured enough to go to the hospital.

•The Umatilla County Sheriff’s Office at 11:55 a.m. investigated a fraud report. A resident of Southwest Lemmon Lane, Hermiston, reported someone opened a credit card in his name and tried to use it to make a purchase in Korea.

•An employee of Riverpoint Farms, 34075 E. Walls Road, Hermiston, called the Umatilla County Sheriff’s Office at 6:15 p.m. to report a co-worker accidentally slammed his arm in a door. He requested contact from a deputy to talk about his options; it was determined to be a civil matter.

WEDNESDAY, Nov. 25

•A resident of Green Acres Mobile Home Park, 80542 Paterson Ferry Road, Irrigon, called the Morrow County Sheriff’s Office at 8:05 a.m. to report someone has been putting sugar in his gas tank for the past two months.

•Umatilla County sheriff’s deputies at 9:08 a.m. received a report of the theft of metal boxes from a residence on East Diagonal Road, Hermiston.

•The Morrow County Sheriff’s Office received a call at 12:19 p.m. from a resident of Wagon Trail Road, Echo, who wanted to press charges against her stepdaughter for stealing her medical marijuana.

THURSDAY, Nov. 26

•A horse was killed and a car totaled in an accident that occurred in the vicinity of Powerline Road and Bridgeport Avenue, Umatilla. The driver’s sister reported the accident at 6:38 a.m. and again at 6:59 a.m., and said her brother did not need medical help. The Umatilla County Sheriff’s Office responded.

•Two Umatilla residents just after 9 p.m. reported hearing gunshots in the vicinity of K and Yakima streets and Deschutes Avenue. Officers were unable to locate any shooters.

FRIDAY, Nov. 27

•A caller at 9:04 a.m. asked the Umatilla County Sheriff’s Office who was responsible for the dead cow at Sagebrush and Bensel roads, Hermiston. The carcass had been there about two weeks, the caller said.

•The Umatilla County Sheriff’s Office at 1:15 p.m. received a report of someone taking cows from the residence of a Hermiston-area man and transporting them to another city where one cow died.

•A man at 3:56 p.m. told Boardman police a black pit bull dog tried to attack his son in their yard at Wilson Road Mobile Home Park, 600 S.W. Wilson Lane. An officer responded but was not able to find the caller.

•An Irrigon man spotted a cougar in the front yard. He told law enforcement at 6:49 p.m. he took out the garbage on West Eighth Road and saw the big cat sitting about 3 feet away. They made eye contact. The cougar flattened its ears, and the man ran inside to safety.

•Boardman police at 8:42 p.m. received a second call about a dog attack. This time a caller said a large dog was attacking him and his son in their car at Maple Crest Apartments, 700 Wilson Lane, Boardman, a block from the first report of a dog attack.

•A man at 11:32 p.m. reported he rode to Stanfield with a female, who started getting very upset, stopped at the Pilot Travel Center on Highway 395 and told him to get out of the car. He did, he said, and she took off with his phone.

•A Hermiston-area man at 11:50 p.m. reported his girlfriend was the victim of an assault at the hands of his roommate. The caller said the roommate yanked her from a car by her hair at another party, and he wanted the roommate and people with him off the property on Glemm Road. Dispatch told him this was a civil issue, but he said he wanted to speak to an officer about the assault.

SATURDAY, Nov. 28

•A woman at 4:14 p.m. at Country Club Manor, 605 Umatilla Ave., Umatilla, told police a dog charged from one apartment toward her and her dog, and the owner of the other dog came out and kicked the dog. The caller told law enforcement she did not want the other dog loose.

SUNDAY, Nov. 29

•Umatilla police at 3:58 p.m. received a report that a male shoved and hit a female and locked her out of their house.

•A male at 4:46 p.m. asked to speak to a Umatilla County sheriff’s deputy after a woman the night before last pulled a knife on him at Glemm Road and Joy Lane, Hermiston. The caller said he and another male were helping a third male move when the woman came looking for his friend who she wanted off her property.

•The Umatilla Police Department arrested Marie Margarita Gonzalez, 51, address not provided, for possession of methamphetamine.

MONDAY, Dec. 7

•The Umatilla County Sheriff’s Office at 7:34 a.m. received a report of drivers damaging the property and a berm that is part of an irrigation canal near All That Wood, 80764 Highway 395 N., Hermiston.

•A caller at 7:40 a.m. asked for a Morrow County sheriff’s deputy in the mornings to watch at Depot Lane and Southeast Division Road, Irrigon, for a newer white Dodge extended cab pickup with a 4-foot-long LED light bar and “Cummings” in the window that goes around a school bus every weekday.

•A Umatilla resident on Pomono Drive at 2:10 reported she was concerned about children getting out of school due to a Rottweiler dog that was at large in the area.

•An Echo resident at 2:54 p.m. called police “regarding the disposal logistics of a deceased horse.”

•A resident on Northwest Oregon Avenue, Irrigon, at 7:44 p.m. reported someone took 30 of her pills for attention deficit hyperactivity disorder.

SUNDAY, Dec. 6

•An Irrigon caller at 11:59 a.m. reported a dog on Thomas Street digs in people’s property and poop in their yards, and its owner does nothing about it.

SATURDAY, Dec. 5

•Goats escaped their residence on the corner of West Eighth Road and Washington Avenue, Irrigon, and at about 2:45 p.m. ended up in the yard of a neighbor, who called the Morrow County Sheriff’s Office. A deputy responded and rounded up the goats.

•An Irrigon resident at 3:42 p.m. reported a female will not stop sending her harassing text messages. Law enforcement contacted both parties and advised them to stop contacting each other.

•A Umatilla-area caller at 4:20 p.m. reported dogs next door on Harbor Lite Drive killed her chickens the other day, and the dog owner said he would get rid of the dog, but he has not, and so she cannot let out her animals.

•A driver at 10:49 p.m. reported a Buick with three children in the back seat passed her at about 100 mph on South Edwards Road and Walchli Lane, Hermiston, while she was going about 90.

FRIDAY, Dec. 4

•A stranger at about 6:50 a.m. ran through the back yard of a Stanfield man’s home on North Dunne Street, and when the man yelled at the stranger, he pulled out a knife. The resident called police and said the suspect wore jeans and boots.

•A resident of Shady Rest Mobile Home Court, 28716 Highway 730, Umatilla, told police at 10:05 a.m. someone stole his Russian .380-caliber pistol worth $350 around November 30.

•An Irrigon man at 11:14 a.m. reported a driver in a blue Toyota 4Runner came through Utah Avenue, spun the tires on the sports utility vehicle, gave him the finger and called him a foul name. The caller also said this may have been the same guy who tried to run him over before.

•The Morrow County Sheriff’s Office at 4:13 p.m. received a report of domestic violence on Short Road, Irrigon.

•A white Honda car at about 5 p.m. ran another vehicle off Highway 730 just before entering Umatilla. The victim called police and said she did not crash but had to drive on the side of the road.

•Umatilla police at 8:57 p.m. received a call about a man running around in his underwear at the Tillicum Inn, 1481 Sixth St.

•One driver at about 10:45 p.m. cut off another on Highway 395 north of Hermiston, then the first driver flashed his lights, and the second slammed on the brakes. The first pulled into the parking lot of Platt Electric Supply, 80393 Highway 395 N. Hermiston, and the second followed, cursed and took photos of the other driver

THURSDAY, Dec. 3

•Irrigon residents after 3 p.m. reported someone broke into their home then broke into a gun case and safe, even cooked food and may have spent a night or two.

•The Umatilla County Sheriff’s Office received a report that scam callers pretending to be with Publishers Clearing House have bilked $800 from a Hermiston-area man in the last three weeks, and then continue to call him daily.

•A caller at 4:13 p.m. reported thieves have been stealing scrap metal from Buwalda Scrap Yard on Lauback Street, Hermiston, for the past six to eight months.

•The Morrow County Sheriff’s Office received a report after 6 p.m. from a caller in Irrigon who said a man threatened to burn down his trailer and also was coming for his dog.

•A Stanfield caller at 11:05 p.m. on North O’Brien Street reported a shirtless man was yelling and screaming. The man left before police arrived.

WEDNESDAY, Dec. 2

•Winter conditions contributed to plenty of vehicles sliding off roads, past stop signs and through intersections, and while there were fender-benders and crashes, few resulted in injuries. That includes a three-vehicle crash at 7:47 a.m. on the westbound side of Interstate 84 near Boardman, and a collision between a vehicle and semi-tractor at 9:53 a.m. in the same area.

•A Hermiston man at 3:38 p.m. reported his “ex” was making comments on Facebook about him, and he believed that was a violation of the restraining order that is in place

TUESDAY, dec. 1

•An Irrigon caller at 10:57 a.m. complained about a dog that runs around West Seventh Road and fights with other dogs. A Morrow County sheriff’s deputy issued a warning.

•A caller at Green Acres Park, 80542 Paterson Ferry Road, Irrigon, at 1 p.m. reported someone may have put sugar in his gas tank.

•A woman at 2:08 p.m. told Umatilla police she caught two people she knows burglarizing her trailer on Pomono Drive and they took off on foot.

•Horses were running at large in the area of Sagebrush and East Punkin Center roads, Hermiston.

•A caller from the Greenwood Resources tree farm, Boardman, at 5:26 p.m. reported people with flashlights were in two vehicles on the property. A Morrow County sheriff’s deputy responded and trespassed them from entering the property.

•A woman at 9:55 p.m. reported someone came to her home on E Street, Umatilla, and tried to break into the room her son happened to occupy. She asked for police to come to the residence.

ARRESTS, CITATIONS

•Hermiston police arrested Kyle Ray Slupsky, 24, of Hermiston, for possession of methamphetamine, altering the identification number on a firearm and second-degree theft.

•Oregon State Police arrested Richard Keith Fisler, 35, for possession of methamphetamine, on a warrant, and for driving under the influence of intoxicants.

•The Morrow County Sheriff’s Office arrested three people in connection to a vehicle theft.

A woman at 7:02 a.m. reported the theft of her 2002 gray Honda Accord from Kunze Lane, Boardman. That led deputies to arrest Amanda Marie Proffit, 26, at Greenacres RV Park, Boardman, for second-degree theft and unauthorized use of a vehicle, as well as on a warrant for violating parole. Deputies also arrested two others with Proffit: Curtis James Drury, 34, and Daniel Joseph Avila, 28, both on warrants.

•The Umatilla County Sheriff’s Office arrested Christopher Paul Murray, 32, of Hermiston, for first-degree burglary and first-degree theft.

• Pendleton police arrested Alexander C. Ringe, 26, of Hermiston, for third-degree theft after an employee of Safeway, 203 S.W. 20th St., at 6:07 p.m. reported a male who the business trespassed was in the women’s restroom.

•Hermiston police arrested Cory Joe Spence, 38, no address provided, for felony fourth-degree assault.

•Hermiston police arrested Shay Jeffery Self, 25, of Hermiston, for possession of heroin and third-degree theft.

MONDAY

•A man at 1:45 p.m. reported the theft of his car from South First Street, Irrigon.

•A Hermiston caller at 1:14 p.m. reported his friend was the victim of Social Security fraud. The Umatilla County Sheriff’s Office is investigating.

•A caller at 2:27 p.m. from the Hat Rock Campground, 82280 Hat Rock Road, Hermiston, reported the theft of four off-road tires.

•An intoxicated man at 9:52 p.m. harassed employees at the Pilot Travel Center, Stanfield, and at the McDonald’s there.

SUNDAY

•A Pendleton mother at 9:19 a.m. told police she caught her son smoking marijuana in his room, then he threatened to kill her when she asked him to leave.

•The Umatilla County Sheriff’s Office at noon received another report of horses suffering neglect, this time on the south side of the road between Rosebrook Lane and Couse Creek Road, Milton-Freewater. The three horses, the caller said, had to eat bark from trees.

•A man at 7:57 p.m. at home on Craig Road, Hermiston, reported his father was trying to fight him and they pushed each other and were arguing.

•A woman at 11:24 p.m. reported the theft of her green 1968 Ford pickup from Marian Avenue, Umatilla.

SATURDAY

•An Irrigon caller at 9:03 a.m. reported one of his miniature ponies “had her face chewed up to the point they had to put her down.” The caller was not sure if a dog or other animal attacked the pony. A Morrow County sheriff’s deputy responded and advised Oregon State Police and a federal animal tracker of the situation.

•A Hermiston man at 1:02 p.m. reported finding a loaded .38-caliber Special under a bush on his property on Northeast Tracy Lane.

FRIDAY

•An Irrigon mother at 9:41 a.m. reported her 16-year-old daughter sneaked out of the house at 2 a.m. with a 19-year-old male. She said she did not know the male and was worried about the age difference and their relationship.

•The Morrow County Sheriff’s Office at 2:16 p.m. received a report of a person involved in a bank robbery. Mark Allen Price, 46, was spotted in Pendleton and could be headed to Heppner on Highway 74 in a light blue or purple Ford Ranger pickup. Law enforcement was not able to find the vehicle

WEDNESDAY

•A caller at 6:21 a.m. reported a large tree fell across both lanes of Willow Creek Road about 14 miles from Heppner.

•A resident of Southridge Apartments, Umatilla, told police at 7:43 a.m. someone broke out the driver’s side and the back windows of his vehicle. He asked for an officer to meet him at his apartment.

•A caller with the Stanfield Irrigation District told law enforcement at 8:34 a.m. there were several homeless camps along the Umatilla River near Bonney Lane, Umatilla.

•An Irrigon caller at 9:23 a.m. reported someone flattened two of her vehicle’s tires.

•A Stanfield resident at 10:37 a.m. told police his live-in girlfriend has been threatening him.

•A woman at 10:55 a.m. told Umatilla police a black-and-white male border collie jumped in her car and was now with her at home on Wenatchee Street.

•A caller at 11:58 a.m. reported a man at Highway 730 and Powerline Road, Umatilla, appears to be living out of a white Ford pickup with a canopy on the west side of the bridge.

•A woman at 1:53 p.m. told the Morrow County Sheriff’s Office while she was in jail and her ex-boyfriend took the trailer they both lived in from Benton County to Boardman and the title is in her name, and right now she resides in Reedsport but wants to get the trailer while she will be visiting her mother in Hermiston. She asked to talk about this with a deputy.

•A caller at 3:35 p.m. reported a male was assaulted by a female at a residence on Lind Road, Hermiston.

•A man at 7:30 p.m. reported his wife came from Boardman to where he is staying in Umatilla and scratched his car with a screwdriver.

•A Cascade Gas employee at 10:32 a.m. reported finding a gun safe while driving along gas lines in the area of Cottonwood Bend and Westland roads, Hermiston. He said someone cut open the safe with a torch. He described where a Umatilla County sheriff’s deputy could find the safe and said he would wait in the area to meet the deputy.

•A Umatilla man at 12:26 p.m. told police he was having problems with his soon-to-be ex-girlfriend.

•A man at 8:23 p.m. reported four cows are eating in his field on East Columbia Lane, Hermiston, and the neighbor who owns them would not come to the door.

•A father at 10:57 p.m. reported someone broke the windows of his daughter’s car while she parked it at Irrigon High School, Irrigon. A Morrow County sheriff’s deputy investigated and found two more vehicles with damage and took reports of those as well.

•The Umatilla County Sheriff’s Office arrested Maynard Myers Pourier, 64, of Umatilla, for felony fourth-degree assault after his wife at 9:01 a.m. reported he broke the sliding glass door and assaulted her.

•Umatilla police arrested Carlos Melendres Rojas, 43, no address provided, for driving under the influence of intoxicants

•Umatilla County Sheriff’s Office arrested Gary Wayne Walker, 52, no address provided, for possession of methamphetamine and on a warrant.

•Umatilla County Sheriff’s Office arrested Juan Ciprian Lopez, 20, no address provided, for driving under the influence of intoxicants, reckless driving and possession of a forged instrument.

SUNDAY

•A Umatilla resident at 3:48 a.m. reported a man and woman were fighting on Second Street for the past three hours.

•The Umatilla County Sheriff’s Office received a call at 5:38 a.m. from a resident on East Punkin Center Road, Hermiston: “Someone just rang door bell. Dog did not bark, [reporting party] is not going to answer door ...”

•The Umatilla County Sheriff’s Office at 4:56 p.m. received a report of a woman running a drug and prostitution operation. Dispatchers also noted the caller sounded intoxicated.

•A Stanfield man at 9:19 p.m. on East Harding Avenue reported juveniles in the area harassed him every night, he was tired of it and wanted to speak to police.

SATURDAY

•A Umatilla man awoke at about 3 a.m. to a break-in on Chukar Lane. The caller told police a man broke the glass to a window in his living room, came inside and turned on the light. The man yelled at the intruder, who bolted through the glass. The suspect was describes as about 5 feet 9 inches tall with a hat and a heavy coat.

•The Umatilla County Sheriff’s Office at 8:49 a.m. received a report of mail theft from multiple mailboxes on Pleasant View Road, Umatilla, across the street from Morrow County.

FRIDAY

•A Hermiston-area woman at 3:55 p.m. complained about a neighbor’s numerous dogs that come on her property on West Orchard Avenue, have attacked and injured her dogs and Friday killed three of her chickens.

•A Heppner-area caller at 4:36 p.m. reported the theft of two or three cords of firewood.

•An Irrigon man at a residence on Southeast Division Road at 10:45 p.m. reported a man assaulted him.

THURSDAY

•A truck hauling potatoes lost its load a little after 10 a.m. at the Gotta Stop on West Highland Avenue, Hermiston.

•A caller at 12:56 p.m. at Desert Auto, 80857 Highway 395, Hermiston, reported someone broke into a building, took all the vehicle keys and left the lot with a red 1999 Jeep Grand Cherokee.

•The Umatilla County Sheriff’s Office at 1:18 p.m. received a report of someone sleeping in a unit at Steve’s Assured Security Storage, 80886 Highway 395, Hermiston.

•A man at 4:57 p.m. told the Umatilla County Sheriff’s Office that his former employer in the Hermiston area shorted him on his pay and threatened him.

•Police at 6:09 p.m. received a report of a male yelling, causing a disturbance and claiming he had a gun in a driveway on Southeast Freels Lane, Hermiston.

WEDNESDAY

•Staff at the Irrigon Justice Court, Irrigon, at 2:12 p.m. reported receiving a bad check.

•An Echo woman at 6:41 p.m. told Stanfield police her neighbor dug up her rose bush.

•A Boardman man at 9:09 p.m. reported his wife assaulted him.

TUESDAY

•The Morrow County Sheriff’s Office at 1:32 a.m. received a report of a possible prowler outside a residence on Southeast Idaho Avenue, Irrigon.

•A caller on Whitehouse Road, Echo, told the Umatilla County Sheriff’s Office at 7:24 a.m. he read a post on Facebook about a kidnapping of a small girl in Walla Walla and may have spotted the car associated with the suspects. The sheriff’s office checked, and Walla Walla did not get any report like that. The woman said she still wanted law enforcement to check the area.

•A man at 9:23 a.m. reported people near his property on Southeast Division Road, Irrigon, were trying to dump a camp trailer. A Morrow County sheriff’s deputy found the people and gave them a warning.

•The Umatilla County Sheriff’s Office at 9:30 a.m. received a report of theft of copper wire and truck radiators from Buwalda Scrap Yard on Lauback Street, Hermiston.

•An Irrigon woman at 3:20 p.m. reported the theft of her dog. The Morrow County Sheriff’s Office responded and found the dog was at Pet Rescue Humane Society of Eastern Oregon, Hermiston, and told the dog owner to contact the city regarding licensing the dog, then contact Pet Rescue.

•A man at 7:52 p.m. on Highway 730 in Irrigon called law enforcement and said he was intoxicated, trying to get to Boardman on foot and scared for his life and wanted to go to a detox center. Oregon State Police sent a trooper from Hermiston to find the man.

•A Umatilla resident at 8:20 p.m. reported she was in a closet because her husband was intoxicated and threatened to harm her.

ARRESTS, CITATIONS

Morrow County sheriff’s deputies arrested Allison Elizabeth Ferguison, 34, for domestic violence harassment.

•Morrow County Sheriff’s Office arrested Dustin Allen Shufeldt, 42, of Irrigon, for fourth-degree assault.

•The Umatilla County Sheriff’s Office arrested Richard Mills, 61, of Hermiston for menacing and booked him into the Umatilla County Jail, Pendleton.

•Hermiston police arrested Eric Dean Fiscus, 40, of Hermiston, for unauthorized use of a motor vehicle, first-degree criminal mischief (vandalism), identity theft, credit card fraud and first-degree theft.

•Hermiston police arrested Kimberly Kay Koenig, 26, of Hermiston, for first-degree burglary and second-degree theft.

•Hermiston police arrested Otoniel Espain Torres, 23, of Hermiston, on probation violation warrants and for possession of methamphetamine and resisting arrest.

•Morrow County Sheriff’s Office arrested Russell Gene Whitbeck, 55, of Irrigon, for unauthorized use of a motor vehicle.

•Hermiston police arrested Kaelia Breeze Lautt, 24, of 1179 W. Joseph Ave., Hermiston, for driving under the influence of intoxicants, possession of methamphetamine and possession of heroin.
